The proceedings of the Permanent Peoples’ Tribunal on Guatemala followed a careful and thorough format in which expert witness gave overview presentations on various topics, followed by eyewitness testimony by individuals that corroborated and amplified the presentations. The Tribunal focussed on the fact that the American government spoke in the name of democracy but in fact preferred military dictatorship to all other forms of government in Third World, no matter the human cost.
